They sit above your toilet tank, but the legs go all the way to the floor so you don't have to mount them to the wall. They're made to save room in small bathrooms. Here is a picture of one:

I have never heard a specific term used for these cabinets. Usually they are just called "bathroom storage cabinets" or "over-the-toilet storage" and accompanied by a description.

By the way, these storage units tend to be very unstable on their own and are usually sold with anchors to secure them to the wall. Many of them have the potential to topple just from normal use like opening the doors which are generally magnetic.
