You don't have to tell him anything...but that is pretty messed up of you to dump him and then get with his friend. It shows how great of a person you both are.

Tell him that you still like him, but that you're happier with someone else. Don't make him regret being involved with you; both of you should consider your time together an enjoyable learning experience.
