We have a pole outside with like a spiral rod attatched at the top. The cable is attached to the spiral and runs into the house through the ceiling and down to the T.V. The cable is then plugged into the back of the T.V. I hope that's enough detail to work with.

If you can hook up another tv to that cable, do it. If it is still fuzzy I would think it is a cable or cable installation problem. That pole may be metal and magnetized or something weird too. Odd things do happen.
Check that there is sufficient wire inside the cable connector to make a good contact.
Could be the jack on the tv.. Wiggle the cable where it connects to the tv and see if it effects the picture, it shouldn't. If all else fails ask the provider to send someone out.
