i don't think telling you would help because bras can be padded or not. size maens nothing when it comes to appearance with clothes on because for all you know, she wears a puch up. also, some girls don't fit thier bras right so they end up thinking they are bigger in size or smaller in size then they really are. typically, girls are between 26A and 36B. your girl is on the larger side of the average sizes, but inly if she measured correctly. SHE IS NOT FLAT CHESTED!!! just not overwhelmingly big. by the way, C are not the average size, they are slightly bigger.
