She has some long term allergy issues that need to be addressed, mange is unlikely in a dog her age and it does not turn the skin black. She probably needs a vet visit for antibiotics, special shampoo and maybe some cortisone and a discussion about allergies and what you need to look for in the future. You did a nice thing by adopting an older dog!

Kudos to you for doing everything that you would be able to for this dog. She's very lucky to have you ever as her proprietor. The only thing i will be able to recommend is to ask your vet for a referral to a canine dematology specialist. The expert may have a lot more competencies than a general vet.

It sounds like Mange - He needs to see a vet.

In the meantime, use Bag Balm on the sores to sooth them - You can get it at petsmart (It's a medicated salve originally formulated for Cows Utters).

It's probably mange. He should go to the Vet. It can't be completely cured, but they can give the dog meds so it makes it bearable for the dog to live with.
