Here I give you the certificate test website about Taiwan:

The Chinese Proficiency Test (CPT) is developed by the National Taiwan Normal University Chinese Language Center,
The CPT, designed for non-native speakers of Chinese, is held four times each year.

and this test will be held in UK since this March. (Taiwan UDN newspaper said it)

But one thing I regard the advantage of this test is that we Taiwan use traditional chinese as our types in writting and reading. I think this is one of the most beautiful language in the world. Alongside the writting convenience of simplified Chinese, I claim that traditional chinese is more useful! (Once you can read traditional one, it is not a hurdle in trems of simplifed one )

For Mainland China, it's the HSK test, which stands for the hanyu (Chinese) shuiping(level) kaoshi(test). It's administered from Beijing, but you can take the test anywhere in the world.

I don't know about Taiwan or elsewhere in the Chinese-speaking world.
