what is the best and cheapest canister filter. i was thinking the rena filstar xp3.

I fyou are talking about water filters for like backpacking and such I prefer the MSR miniworks. Not too expensive. Fairly fast. Durable. Easy to maintain.

If you go cheap, you get cheap. It will clog sooner, or break down internally. And a filter is one of those things that cheap doesn't cut it.
