I really do not know all the details because I have not kept up with the story, but I definitely would try to keep this man away from your daughter, and if you can't then fight for supervised visitation. It may be hard to get, but you will have peace of mind that your little girl will be safely returned to you.

You know the answer you need to get a restraint order against this person and stay well out of each other way
Your child would lead a much happier life without him

Usually, from my experience with 3 sisters who have all been single parents at one time or another, I would recommend letting the child have some contact with her Father, but in this case your responsibility is to protect your child and yourself.
Do whatever you can legally to keep him away from her and you. 20 years down the line things may have changed and she can make her choice of what to do, but in the meantime, protect her and yourself.

I think that if you have legal evidence of him doing this, then any court should see his not a fit parent and he should not see your daughter. How old is the daughter? does she want to see him? can she make that decision? If so, then supervised visits would be my choice!

NO - as a mother it's your job to protect your child, and be in her best interest. That also means keeping you around for her. Holy crap - that's crazy! Turn him in and move away.
