Well, they were close but it's Elijah.. one would have to understand Jewish tradition to understand where this would come from.
During the Passover Seder, the fifth cup is filled for Elijah and is called Elijah's cup. Elijah is expected to come back and announce the coming of the Messiah.
Therefore, since John the Baptist proclaimed that Jesus was the Messiah (according to Christian text), there is a theory that He was Elijah reincarnated.
This is why many christians have such a problem understanding deeper texts.. they haven't studied a huge part of their belief system.. Judaism.

John the Baptist was not Isaiah reincarnated, but he had a message proclaimed in Isaiah (see mark 1:3 & luke 3:3-6 - this was the role of John the Baptist, to prepare the way for Jesus - Jesus himself confirmed this is Luke 7:24-38).
You are probably thinking of Elijah, because in the last book of the old testament Malachi there is a prophecy Chapter 4:5,6 (last verses of the old test) that God would send Elijah again to the people. This was fulfilled in the MESSAGE of John the Baptist, in other words, God sent another prophet with the message and spirit of Elijah to turn the people back to God and each other, and that was exactly what John the Baptist did. Elijiah was not reincarnated but the message he proclaimed, was re-proclaimed by John the Baptist. Make sense?

It is not Isaiah but Elijah. It came from Jesus Christ himself. I don't think you should use the word reincarnation though. Jesus was referring to Elijah's spirit in John the Baptist. (Matthew 11,13-14).

'reincarnated' is an interesting choice of words.
Isaiah prophecied about John the Baptist though:
"The voice of one crying in the wilderness, make ready the way of the Lord, make his paths straight!"
John wore camel's hide clothes and ate locusts and honey
