A friend worked 2 jobs last year and FICA taxes were withheld from both and he exceeded the limit. How and where can he get a refund for this over payment?

There is a line on page two of the return where he can claim the excess FICA as a tax payment similar to federal withholding.
This only works because he had two employers.

When he files his tax return he will get the money back on his 1040. It will either reduce the taxes he owes, or will be refunded. I have had this happen a couple of times. If he uses software to file his return the entering of the W-2 information will prompt the correct answer and show the extra amount essentially as taxes paid.
