We had a case of table salt from a restaurant we closed down and it sat in my garage for a couple of years. It is now hard in the container and I cannot get it out. Is there a way to soften the salt so I can pour it into a salt shaker.

Yes.The reason its hardened is due to moisture.
Bring it indoors and sit on or near a radiator.
When the contents have dried out take a utensil to it and break up what lumps you have.

I would just trash it. In garage and that too so old.
If however you want to use it, bring it into the house. House may be warmer and therefore free of moisture.
Let it stand. Then take out some and pound it to break it up. Grind it fine . Then put into shaker.
What a lot of trouble for old salt.

it depends how long it has been in the garage. You should probably let it sit in the kitchen or at room temperature followed by tapping the sides of the container against a hard surface just to get it flowing.

Place salt in bathroom. Run hot water shower. Close door, Return in 15 minutes. Open door. Shut off water. Retrieve your salt.

What happened to you is called "solubility equilibrium". When wet, their ions recombine. This forms, well a bigger block of salt.
Ensure the salt is dry. Then get a salt grinder (or a pepper grinder) and re-grind after chipping small blocks of salt.
However in your case (because you have a whole case of it), try to find a bigger grinder.
