In America, a biscuit fits into more of the bread category, mostly savory and not sweet. Eaten mostly in the South with meals.
Cookies are desserts.
In other countries, a biscuit and a cookie are the same things. I know in Italy, for instance, they have biscotti, which are those hard cookies most Americans only see in a Starbucks. But also in Italian markets I see al kinds of cookies, that are labeled biscotti.

Biscuits is in the bread category in America. Cookies are in the bakery, dessert category. But in places like Australia, they are both the same.

other than the name? I think, none in some countries you call them biscuits (in europe) in the states we call them cookies the ingrdients are the same (flour, eggs, milk, shortening or butter and sugar). I really don't care if they're cookies or biscuits if they taste good!!!

There really is none, it's just what you prefer to call it. I call it both. People in Britain tend to call it biscuit. Or cookie. Either, reallly.
