Does anyone have any information on the British building a dam in Lebanon?

I'm looking for information on whether the British Army is building a dam in Lebanon. Any help would be appreciated. I am also looking for information on British Captain Jerry Mayer who said to be connected with the construction.

You probably saw a CNEWA article( January 8 of this year.)where a few people were discussing the possibility of building a dam in Lebanon around
There has been a lot of donations already and some humanitarian teams that are there to help rebuild Lebanon after the war.
