Avoid eating more (minimize) of carbohydrate foods like rice, bread , potatoes and sweets because they easily turn into fats when they are not burned. To burn carbohydrates, you have to do an activity like exercise, jogging or even household work that will tire you because it will burn the carbs. Carbs are sources of energy but if this energy are not utilised, they are deposited as fats especially in the belly. Try eating more vegetable and fruits and have plenty of exercise.

I've had this problem before.
I would suggest an intense work out on the treadmill. This normally gets rid of fat on the thighs and lower abdominal region. The small layer of fat may be because of your diet in which case, eat healthy for 1 week and monitor your bodys shape.
Foods with natural sugars are good in moderation, like fruit... But best of all is going to be your protien in fish and egg whites. I also recommend eating 7-8 small meals a day rather than 3 big ones. This will speed up your metabolism helping your muscles work longer.

im in the same situation, i have been doing 2 kinds of crunches 'so to speak' this only makes ur abs bigger doesnt make them visible but some type of cardio would be best because when u lose fat u always lose it from ur gut first, ps i saw something on tele the other day where if u do ten seconds of sprints and 20 of jog repeatedly u will lose tons more than just plain joging or walking, gl

Given your rock hard abs it's unlikely that you are going to add more tone by additional situps but you could vary your routine with reverse (affects lower abs) and oblique situps (strengthens side of trunk).
You might want to review your diet, if you drink lots of beer then you are guarenteed to have a belly like a budda in a few years. A balanced diet to support your exercise routine and some patience should work eventually.

Sometimes people are just naturally prone to a 'pot' belly and nothing seems to work. Try some light exercise involving the stomach muscles and gradually work up to a good fitness level. Watch the kilojoules both in drinks and food. I once took up bush walking (hiking) and found that this helped me lose extra kilos and my stomach started to flatten a little.

Don't eat that much junk food with fat in it. Just cut down a bit. If you already eat good food, I recommend more cardio. Like instead of walking, ride a bike. It'll burn calories and will work your whole body.

if you drink soda stop and drink more water, also do some cardio work in addition to those sit ups and make sure you're working you side muscles and not just the stomach.

At 16 it is unwise to get to worried about this - although it is well to be aware. I would suggest paying attention to your diet, both in terms of quality and quantity.
