The star system is based on what amenities the hotel offers. So in order to be a five star hotel you have to have a very luxurious atmosphere and be better than all the rest with these type amenities.

A common misconception is that the star rating has to do with the cleanliness of the hotel, etc. but that is not actually the case. For example, two hotels, one has 2 starts one has 3 stars, you price them both and feel spending a little extra money to get a nicer, 3 star hotel is worth it. But when you arrive you discover the room is dirty, service isn't very good, etc. You decide to check out and try the two star hotel instead, you arrive, find it is much cleaner, better service etc. the only difference was the 3 star offerred room service and the two star doesn't.
