ASAP!!!!!!!!! That is not normal, and we are not qualified to give medical advice.

That's horrible! I have three dogs myself and I can only imagine how freaked out you must be. Of course, you should at least call your vet and ask for their opinion. There could be several things wrong. He could have eaten a toy or anything for that matter and it tore something on the way down. He could have ingested something that is toxic to dogs. He could be very ill. Has he had all his shots? If not it could be parvo or distemper. Just make sure you at the very minimum call your vet, even if this was a one time deal.

Stop whatever you are doing. Get off the internet and take your dog to an emergency veterinary clinic is a regular vet is not available.

Take him to the vet immediantly. It could be multiple things and not very many good ones. Did he eat something that could cut his throat

He needs to be seen immediately. Throwing up blood is nothing to fool around with. I hope everything is ok, and it's nothing serious.
