I have tried looking through properties etc... but am unable to resolve the problem any ideas cheers

go to start, choose run and then type msconfig.

then click selective start-up, click the start-up tab and remove the check from anything you don't recognise

This is by my experience a Spyware (use Spybot) on your computer, or a program that was badly removed (system restore).
If using XP and you can remember when this all started, you can try a system restore to get out of this.
Last I had it, it was a bad uninstall, and had to use Regedit to clean the run folder.
You can try using PC cleaner found free at www.ccleaner.com to check your system out if you are courageous enough :-)
Also, depending on which folder is opening for you, you may find it is system 32, if so Microsoft Knowledge Base 170086 might prove helpful to you.

G1mediauk's right. Run msconfig and de-select startup programmes that are not required. This also helps to speed up your system. The next time you reboot, you shall see some message. Check the don't show this again box and click ok.
