You want to put your words in some body else's mouth. Some persons have said Bush etc. How could he be termed as the most corrupt. The most corrupt person should be only an Indian. It is an indigenous asset. None can take away the credit from the Indians. The problem in answering your question is that you want the most corrupt person in the world. It is difficult to answer. No body has statistics. The politicians who are in the forefront for this honour will be vying with each other in the race, but with no records to prove it.

Hardcore politicians and politations only - wherever they are.
From them only it perculates down and ruins the society. Now they cannot stop even if they wish; because they started off to gain power, enjoyed it and now, want to retain it whatever may be the consequences in this world or in next birth.

Well, corruption is a malady which is borne out of the greed of man to possess more than what one deserves. It is sustained by the greedy who indulges and abets corruption by bribing to gain undeserved favours. It is futile to attempt eradication of coruption as long as we remain greedy.
