If you want a crappy website try some free software... but if you want a pro website try Macromedia Flash... it requaries alot of skill though...

use this for an editor its free and fine for running a small site.

dreamweaver is very expensive and only pro's really get the full usage out of it.
this site has load of free flash stuff that are free to use,

only downside is you need flash for some of them.
