If you are a permanent resident with a green card, then you'll be treated no differently than a citizen in terms of loans and banking. I am a permanent resident myself and I have gotten all the same loans as everyone else. They just ask you to make sure that you're here legally and permanently. Some people are here on a temporary work visa. They don't want you to have the visa for 3 years and have a 30 year mortgage. But if you're permanent resident you can have any loan you want.

Legal residents our primarily under the same laws and entiled to the same rights as our citizens.

do you mean illegal resident? if yes, than no, an illegal resident can not co-sign because they probably do not have a social security #

There's no law against it. But of course, it's up to the lender whether they will accept a non-citizen as cosigner.

absolutly, and it is VERY recomended that you are a legal citizen to co-sign.
