Every city and town has different criteria. I used to live in San Clemente, Ca. Every street has a Spanish name; some woman was hired years ago and was paid a set sum for each name. In north Orange County, cilty officials got first dibs; therefor practically every city in Anaheim is someone's name. Some places have contests, others vote on it - and some just go through the alphabet and numerical system. :)

I know that here in Portland, Oregon alot of streets named after people who helped start businesses here.

builders of those streets and mayors. my grandpa built a street and named it after him. and i saw in the simpsons mayor quimby naming a street ( yea i know like this really helps! =p )
