Maybe he's afraid he'll drip water on the floor and he doesn't want to slip and fall into a puddle. So he isn't worried about being naked at all.

He just tucks his package (however big that may be) in his feather's so you can't see em. He doens't tuck em in when he is wearing the towel because it's still wet and he needs to dry it off.
