Most evidence points to increased testosterone and dopamine production as the motivation for this behavior. Theoreticaly and from experience, when a guy likes a girl (and thinks there's a possibility that she likes him back), he'll probably start thinking into the future and imagine what it would be like to be with her. This all seems to result in increased hormone production, giving him a sort of spark, or new energy to do these sporadic things. At least, that's the way I see it.

lol, if a guy is winking and blowing kisses it would look pretty suss, anyway he could :
1: Be nervous and have done that because he didnt know how to show you he liked you
2: Not like you and is just doing that to stuff around
3: He's gay
If he likes you then he'll be looking at you alot and act awkward around you
