Non immigrant visas are for international travelers, (citizens of other countries), going to another country temporarily. This visa allows you to travel to a port-of-entry (airport, for example) and request permission to enter. A visa does not guarantee entry into the country.
International travelers get non immigrant visas for a wide variety of reasons, including tourism, business, medical treatment and certain types of temporary work. The type of visa needed is defined by immigration law, and relates to the purpose of your travel.

Is it not clear from the name itself...All visas that are issued with the intention of visiting other than for the purpose of immigeration...Work-Visa, Student-Visa, Tourist-Visa etc. fall in this category.

A non-immigrant visa is one that is issued by an immigration authority when a longer term stay in the country is planned. There are different catagories (as stated above), they are given different names in different countries. In Thailand where I have a non-immigrant B visa this is reserved for alien businessmen or workers on a work permit. It is issued for a period of one year renewable. Reserved for people who have special skills that are in short supply or are non-existent in Thailand.
Many of my friends are on non-imm O visas for spouses or retirees. There are many more.
