Some '99 to '00 model year are common for power steering pump leaks from the shaft seal.

depends on what kind of noise if its a whinning might be your pump but if its still making the noise somethings wrong we had to replace a pump in one of our cars because it whinned big time got quieter when u filled the psf but it didnt go away we got lucky and caught it in time take it and get it checked before it ends up costing u more money then it would if u did it now

They are known for this. If its that annoying replace the power steering pump. Before you do that have the entire system flushed
to get the old fluid out of the lines and the rack.

If it was low then there is still air in the system and or the pump is going out. Also the tie rod ends are known to make a sqeaking noise as well. Be sure that you don't have one making a noise.

Low in psf, that's why there's noise, you have air in the system. You have a leak somewhere. If you don't see a leak, its probably leaking inside the steering rack itself.

Windstars are known for having poor power steering pumps. Ive read dozens of complaints on this.

So im going to go out on a limb here and say that you have a faulty power steering pump, and it needs replaced.

do you have a leak in ps fluid . ford ps pump makes noise also lower ball joint steering rack and strut tower a cloged line eg pressure line or a restricted suction line can cause noise

If it was low you must have a internall leak in rhe rack and pinion.The noise is usually air in the hydraulic system.Get it acurately checked by a mechanic

Your power rack is bad and will eventually have to replaced. Your steering will get jerky and harder, that is when you should have it absolutely replaced.

if squeaking noise, the belt needs tightening or replacing.
if not belt, and resevoir is full, the PS unit is going bad and will eventually have to be replaced.
