The 18 year old probably could. Some hotels have policies that you have to be 21 to get a hotel room, others are 18 years old. As far as an 18 year old and 16 year old....are they boyfriend girlfriend, brothers, friends? Where is the 16 year olds parents....are they ok with this set up? The 18 year old is an adult so thats not a big issue. If the 16 year olds parents are ok with the set up of them staying at a hotel, and the hotel allows, i see no problem with this. If they are boyfriend girlfriend and the girlfriend is 16, then no.

Yes. But they often invite 100 or so of their closest friends to stay with them. It's called a party & it usually involves beer, drugs, Mad Dog 20/20 and sex.

Depends on the kids or if they're dating, friends, or just related. Personally if they were good kids, and I could trust them not to get into any trouble then sure? Why not? Just make sure they call you before they go to bed so you can be sure they're ok and that they've locked their doors and such.
But if you have doubts, because they like to party or they do get into trouble alot...pfft no.
