every other dad-and-daughter-date
No, really!
Each girl is going to want individual time with you. If you can manage to get a little time with each alone, tell her she needs to think about what she'd like to do, and set up a "date". The 7 year old might want a "Build-a-Bear" date at the mall, the 3 year old might want a trip to Baskin Robbins. Try to make time for each girl seperately during the week, or every other week. They will adore having their dad "to themselves" and you will get to know your kids way better than most.

Find projects, activities, and games that both can take part in. Outings to museums, zoos, and amusement parks are great opportunities to share equal attention. Walks in the neighborhood to the local parks are great, too, since both of them are still young enough to appreciate a jungle gym or sand. Find one or two extracurricular activities for each one during the week so you get some quality time one-to-one while the other is in that activity. The three year old could maybe have a playdate at a friend's house once a week if you don't find anything else. Art is also a good activity that allows for shared attention. Overall, have fun and keep the imagination in whatever you do.
