In India 'rsvp' is taken very lightly, but in foreign countries it is absolutely necessary to reply to the host , as functions need careful planning and this is done months before the actual function.
eg.For a wedding in the US. guests may have to come from India or UK or other countries, their Flt. details, the number of children accompanying them, the duration of their stay, the food they like, the date of their departure, everything has to be given to the host in advance. For this purpose, a small rsvp card is sent along with the invite and a stamped envelope also. for the convenience of the guest to reply.

not sure exactly what the letters stand for but it means they want you to reply and let them know if you will be attending. people do this so they will know about how much food to prepare among other things

I may have forgotten how to spell French, but it is "respondez si vous plait", which (if I spelled it correctly) means "please respond" (with regard to whether you're going to attend or not).
