Question
Who determines if I can transfer my GIBILL benefits to my dependents?
Answer
Each military service has the sole discretion to determine if that service will offer the transferability of entitlement option. VA does not have any authority to grant this option.
So, I would start with getting some contact information from your branch's website or maybe even your local recruiting office, they may know. Good luck!

Not possible. If he/she has the same name, you may be able to fool the VA, but it is not legal. Also, whomever said "check with the IRS" obviously has no idea what you are talking about.
