Normally Adobe Acrobat Reader is the best choice to open a pdf document but if you can't open it in your IE, you should do this:
1. In the Adobe Acrobat Reader preferences enable IE browser integration.
2. Enable the Add-on, plugin of Adobe Acrobat Reader in the Add-ons section of IE.

If you have the acrobat reader installed correctly on your PC, you shouldnt have a problem. Download the latest version of the free reader.

IE7? If you're using the beta, it's not expected to work properly. Also do you have the latest Reader?
