Training a dog to 'beg' on command is cute. It shows you have a well-mannered pooch and you are a thoughtful owner who really understands their dog.
But, a dog begging just because there is food about is not cute.
To train your dog to beg on command use a clicker and positive reinforcement. It's really easy! Choose your command word and click and treat every time the dog performs the desired act. Give the dog time to understand what you are asking for and never force them to perform. If they don't want to do the action, they just don't get a treat.

Begging should never be accepted. Begging is a dogs way of establishing dominance, and by giving in to the begging you reinforce that.

It depends on when and where!! If it is at the supper table I would have to say NO! My daughter's live-in BF has a fairly large dog who as soon as he even HEARS a wrapper being opened he is THERE and if your eating at the table he stands there and Drools (gross) and waits for you to drop one little morsel- not intentially mind you-by accident- I love this dog regardless of this habit but it does tend to gross me out while I am eating!!!
