low/loss of oxygen in the blood. Blood in the body before oxygenated has a bluish appearence. Blood takes on the red appearence once oxygen is in the bloodstream. The bluish look of a person is due to the low oxygen levels in the blood (cynotic)

Normally, when the body is chilled, it reacts to preserve the core temperature by drawing blood away from the extremities. The blood vessels of the extremities - toes, fingers, nose, lips, or ear lobes - react to cold, rapidly constricting small blood vessels and arteries. The skin turns white and sometimes blue, as blood flow is suddenly decreased. The digits feel cold to the touch and lose feeling. As blood slowly returns, the pale, afflicted part of the body turns bright red and may sting or tingle.

Because when you are very cold your bodies natural response is to take the blood were it is needed most, your organs. Without blood at the periphery/extremities, the oxygen supply decrease and the skin color changes to the bluish hue you speak of. Hope this helps.

the blood is not circulating ...so body parts that have alot of nerve endings will turn blue - not enough air in the blood ! So if u see a person that has this ...get him/her to emergency room .....FAST!!
