I'd try cleaning your temp directory and defragmenting your hard drive first. The fastest way to clean the temp directory is clicking on the start button, choose run, type %temp% then click ok, delete all the files in the window that comes up, you might not be able to delete some because the are in use, so skip those and delete all u can.
Once that's done, defragment your hard drive, to do this go back to the start button, programs -> accessories -> system tools -> disk defragmenter, hilite your c: drive and click defragment, let that run till it's done and try your stuff again.

First if your connection is dial up then When you are downloading is as important as how large the program is. Dial up has peak use times.
For the best results for a successful download; shut down and reboot your computer (prefereably in safe mode).
Then try and install.
On dial up, the only window open should be the download window.
