Does she wear any other rings? If she does, he just needs to sneak into her jewelry box, take out a ring, put it on a piece of paper, and trace the inside of the circle. Then take it to a jeweler, and they should be able to give you the correct size. (Just make sure to tell the jeweler that you traced the INSIDE of the circle.) Now, even this is imperfect, because sometimes the right finger might be a different size than the left, and so on, but it's about as close as you're going to get. Couldn't hurt to maybe go a half a size larger if you're worried. That way you're at least pretty much guaranteed that she'll be able to get it on her finger the night of the proposal. She can have it re-sized later if she needs to.

The easiest way to tell is if she already wears a ring on her third finger. If it's one she doesn't wear very often, you can just take it with you to the jeweler. Otherwise, trace around the inside of the ring onto a piece of paper. The jeweler will be able to work from there.
If she's a heavy sleeper. you can take a piece of paper or string and wrap it around her third finger. Be sure to mark where the two ends overlap.
Ask her closest friends; sometimes women try on each other's jewelry, or have bought jewelry for one another.
If all else fails, try to estimate how much bigger or smaller your hands are than hers. The jeweler can give you an approximate size.

One way would be to "steal" one of her actual rings, and have them measure it at the jewelry store. Another would be to guesstimate based on her general size and weight. Perhaps you and her have roughly the same ring size? If she's of average size (not overweight), her ring size is probably somewhere between 5 and 6. If you're not sure, it's better to get a ring that is a little bigger, and then take it back to the jewelry store and have it sized down (after the proposal).
If she's a sound sleeper, he could sneak up on her with a piece of thread or yarn, tie it around her finger while she's sleeping, and then measure it; voila - he would have the size.

Hi,
If you know your brother's gf well, you can buy a costume jewellery ring and pretend that you're buying for a friend whom you think has fingers the same size of your brother's gf. Then let her try it on and while you're at it, casually ask her the size of her ring. This way, it is less obvious that you're asking for your brother.
If you don't know the girl at all, then you will have to estimate the size.

Your brother might just want to buy a standard size (ex. 7) and have it sized afterwards at a jewelers when she accompanies him. My engagement ring had to be sized twice before it fit correctly.

Ya gotta be cool...if she wears rings, maybe say, "Hey, I think my mom has the same ring; can I take a closer look?" And then put the ring on his finger and pay close attention to wear it fits, so that way he can tell a jeweler who can measure from there. If your brother is able, sneak in her room or bathroom and "borrow" a ring and then replace it later.

True story about my friend. When his girlfriend was out of the room, he stole one of her rings and placed it on his finger noting where the ring fell to his finger. Then when he got the store, he tried on rings until he found a size that fell to the same place.

steal one of the rings she wears a lot or one of her rings that she has that you know fits her and take it to the jewelry store where he is planning to buy the engagement ring and they will be able to tell you the size of the ring and your brother will know what size to get her---also, you can be of help by finding out what colors of jewelry she likes, (what color she likes and wears a lot and wat her preferences are such as round diamonds, princess cut, emerald cut) etc. this way he does not have to stress out about if she will like it or not---he will already be stressing enough about wether or not she will say yes or no and also about the amount of money he is spending so he should not have to worry about if she will like it or not.
