You can always file for an expedited passport, and pay for overnight shipping. This is supposed to take around 2 weeks tops, but you didnt say when you were flying so I dont even know if this is an issue.

I copied this off the department of state website regarding the new law.

The first phase involves travel by air and requires all citizens of the United States, Canada, Mexico, and Bermuda to have a passport or other accepted document that establishes the bearer's identity and nationality to enter or re-enter the United States from within the Western Hemisphere.

Here is some additional info off the state dept web site FAQ.

Q. What happens to U.S. citizens who attempt to re-enter the country without a passport or an alternative travel card?

Under the law, the new documentation requirements may be waived under certain circumstances. These exceptions include individual cases of unforeseen emergency and individual cases based on “humanitarian or national interest reasons.” In addition, the State Department has processes to assist U.S. citizens overseas to obtain emergency travel documentation for those with lost or stolen passports.

For the general public, people who apply for entry but do not have appropriate documentation will be referred for secondary screening at the port. In secondary, Customs and Border Protection (CBP) officers will evaluate any evidence of citizenship or identity the individual may have and will verify all information against available databases. However, to prevent delay at the ports of entry, we would encourage all U.S. citizens to obtain the appropriate documents before they travel.

Looks like you can get back in as long as you bring a boat load of documentation. I.E. birth certificates, bills to your house, driver's license, anything you have the shows who you are. :)

Are you driving or flying? Most likely you will fly to Cancun-why did you wait so long,, it was in the news that you will need to get a passport to return to US- beginning January 23, 2007, ALL persons, including U.S. citizens, traveling by air between the United States and Canada, Mexico, Central and South America, the Caribbean, and Bermuda will be required to present a valid passport, Air NEXUS card, or U.S. Coast Guard Merchant Mariner Document, or an Alien Registration Card, Form I-551, if applicable.
your only option was to expedite to get your passport sooner, here is the web site to see any of your questions about not having a passport to return-

Cancun is an open door to your dream vacation just such as this place hotelbye for getting there. Cancun features state-of-the-art resort facilities among the coolest clubs, bars, and centers only a few legs away from the many wonderful beaches on the planet.Among the areas you'll need to see is the Isla Mujeres. Here, the great breezes strike over the area through the day and evening and here you will relish: the snorkelling, the scuba diving, the swimming with dolphins, the distant beaches for moonlight hikes and personal discussions, and scores of waterfront restaurants surrounded by good shopping and lovely natural scenery. If you're buying Cancun destination spot to relax, Isla Mujeres is the place to come.

Unless the law changed, you should be fine. I went to Cancun five years ago and only needed a valid drivers license to get back in.

The law changed a couple of weeks ago, and as I understand it you must have a valid passport to fly in, but not to drive in.
