Do I need to go to a University Hospital or a place like Children's Hospital of Pennsylvania to see a good Geneticist Specialist or do they have private practices like other doctors?

Your primary care physician or pediatrician should be able to refer you to a genetic specialist. They usually do work with major hospitals like Children's. If you have insurance be sure to get prior authorization for this. Sometimes the insurance company will send you to a neurologist first. There are certain steps that need to be completed prior to genetic testing. Autism is a very complex condition and you should begin keeping a file or binder of all specialists reports and procedures being done, so you have everything at hand when you need it. You may already be doing this but documentation will keep you from repeating unnecesary steps. good luck!

These specialists are used to diagnose and treat genetic disorders. Most of them are pediatrician. I think you should ask the pediatrician that's currently seeing him/her for referral or direction. Also the Children's hospital is a great idea.
You don't explain why he/she needs to go to this specialist. Are you not happy with your current pediatrician? There are a lot of groups with families that have children with Autism. It would be nice to hook up with one of these groups to get advice and for support.
Good Luck.
