It is not actually the Alcohol that gets humans drunk it is a series of chemical reactions in fatty acid compounds which actually make you drunk.

Insect brains are way different to human brains and way smaller so they probably don't get drunk.

Alcohol's Effect On The Brain
NEW YORK (Reuters) -- Shortly after the dawn of mankind, humans discovered that fermenting grain or fruit produces a substance -- called alcohol -- that affects the brain. Now, researchers think they know the reason why.
According to a report in the December 20 issue of the Journal of Biological Chemistry, alcohol breaks down into components in the brain -- compounds thought to be responsible for the slurred speech and loss of inhibition characteristic of drunkenness.
"Basically we came up with the concept that it was the metabolite of ethanol, not the ethanol itself, that was the active agent," said lead study author Dr. Richard Gross, a professor at the Washington University School of Medicine in St. Louis. Ethanol -- the type of alcohol found in beer, wine, and spirits -- crosses the blood-brain barrier and enters the brain.
"Once it's inside the brain, there is a chemical reaction and ethanol combines with a molecule of fatty acid to generate a fatty acid ethyl ester," Gross said. The fatty acid ethyl ester latches onto and enters nerve cells, and once inside, interferes with ion channels. This step changes the electrical properties of the brain cell -- slowing down communication between the cells.
"That gives rise to the typical changes you might see -- loss of inhibition, changes in memory and concentration," Gross said. "You don't always say things that you think, for example, but alcohol inhibits those inhibitory effects. It manifests itself as uncontrolled behavior, inappropriate confidence, vivaciousness, and becoming very extroverted."
"We hope that by identifying the chemical mechanisms that underlie this, we can develop drugs to prevent this dependent phenomenon," Gross said.
The finding also solves an ongoing mystery -- why large amounts of ethanol are not toxic to nerve cells grown in laboratory culture.
"You can take neurons in culture and put 5 to 10 times the lethal dosage of alcohol on some of these cells and not see some of these changes, while it's clear that with three or four beers, many non-acclimated drinkers undergo substantial neurological changes," said Gross.
Laboratory cells are not normally grown in the presence of fatty acids, so that fatty acid ethyl esters cannot form, he said

no, mosquito's dont have brains. Alcohol makes us experience tipsy because it triggers a reaction from out mind. Mosquito's have some for of fearful equipment, yet unlike ours.

It is unlikely.
A BAC of 0.1% is legally drunk.
The blood meal taken by the mosquito would have that concentration of alcohol, which is less than 1/30 the concentration of alcohol in beer, and about 1/100 the concentration in wine.
