What state do you live in? In TX, you have to go through the Highway Patrol. Be careful, or pay your fines....
I was arrested for old fines in my early 20's. It was one of the worst and most embarrassing moments of my life. My car was impounded and it cost WAY more money than I could afford at the time.

Most states require every person to carry a valid photo ID card & they only require the fee & proof of your identity. Usually, a thumb print will verify who you are & a photo will be matched to it, along with your signature. No one will arrest you or hassle you for applying for an id card!

Yes, I had to do the same thing because my license expired and I needed a valid ID to cash checks and stuff......yeah they will do it with no problems.
