Accept the fact that he's not ready to commit right now. Be the good friend that you've been being and dont push it. If he really loves you as you say he does things will work out, if not remember that there are other fish in the sea.

most of the time boys wont come out and say they love you they will try to hide it with using different kinds of things like excuses or stuff like that if u give them time ur wasting ur time cause boys are dumb... but if u really want to know just ask...(coming from a boy) =]

Give him time. Make sure not to back away, otherwise he'll have an excuse to break up.
Only Time can mature his emotions. If he isn't ready, then...he just isn't.
