Well, photoshop is obviously your best bet, but not free, so I'd recommend: GIMP. It's the open source and free alternative available for many many different platforms including windows and mac. Photoshop CS2 is the best for photomanipulation as well as photo editing. Photoshop CS2 is by Adobe.
However, Photoshop CS2 is definitely not free.
As far as good photo editing programs being free, I'm not so sure that there would be any good free ones.
A free one that I know of is GIMP, which might help you out.
Also, if you are willing to pay, Corel Paint Shop Pro X is a very good program. I own it myself and it is VERY enhanced but very easy to use.

for our computer we use different photo editing programs for example : Uleadphoto express ( you can place frames or designs or other effects in a photo), print shop may do , kid pix deluxe, hp photo editing, and microsoft picture manager . there is actually a lot but you gotta install them in your computer for instances this Hp photo editing was installed i our computer because this is where we could edit photos from our Digital camera. some of this are just gotten from the net
