Voodoo dolls are also called poppets. They are used in Hoodoo, wicca, witchraft, and other types of magical systems. They are not part Vodou practice. They became popular in New Orleans and was incorporated into there type of Voodoo. Hence the name. Sure. Make a little rag doll and stick pins in it. It might be good for stress relief, who knows. Probably wouldn't help me, but depends on your personality.
But if you're trying to do someone real harm? Voodoo dolls don't work. Sorry. If they did, why do so many people end up getting shot? Pins are so much cheaper than bullets.

I won't tell you how to make one for the one time I tried it, my spell did not work and turned around on me, so...
I will tell you that you can buy them online with instructions. Just "google" voodoo dolls" and all kinds of sales sites will come up for you. Or any witchcraft book wll tell you how to make "poppets", which are the same thing.
