YES/NO. If you want to know if you can teach it to mimic you? YES. BUT birds do not talk . . . they do not have vocal chords. You will get out of your bird what you put in to it. The more time you spend teaching and training and interacting, the more comfortable your bird will be with you and the better your relationship will be with your bird.
Indian Ringnecks are incredibly intelligent birds, you can actually watch them and see them thinking about their next move. When you get to know your bird, you will see this as they survey their surroundings.

Do NOT encourage the whistling. It don't stretch the vocal chords far enough to talk. Keep trying to teach her the word you want her to say over and over again until you don't realize what the words mean. Yes it's annoying as heck, but once the first word comes out the rest is clean sailing after that. Male ringnecks are not any better then the females, they are equally trainable, it's as much time as you want to spend to train them. They are however, very protective of their cages. Speak to your birds and tell them what you want them to do, come out, step up, come here, they are equal to a child. They don't read your mind and don't know what you want from them. Good Luck!

Indian ring necks are beautiful birds and have low talking ability as compared to other parrots. Males are more likely to talk than females, but there are always exceptions. Don't give up and have a tweet year.

If worked with, yes they can talk. You would have to take longer to teach her how to talk than a male, but it's worth it. The males are better talkers, but the females can also be good at speach.

im an avian vet major in college and IRN owner myself.
yes they can talk
all parrots have the capacity to talk regardless of sex or species. its just a myth that males talk better. my little guy ( male ) does not talk yet. he's only 7 months old though. give her time and talk to her constantly.

yes they can but it is highly unlikely it will. Males are the best talkers

Again, yes, but this is unlikely. Mine copies my cockatiels and says "yeah", but that is it.
