If you've never even done something as simple as going out with him, and, further, if you can't even ask him out, you don't "love" him. You have a crush on him.
Anyway, like this: "Will you go out with me?"

ok its simple. number one be yourself around him. try to be his friend and then when u guys have hung out for a while pop the question. its that simple.
note: you never truly love a boy, you love a man. age and physical changes dont make the man, its the way he acts and treats other people.
