I think beleifs come out of necessity. Whenever there is a problem that plauges the human mind, or something that there aren't tools to explain, it MUST come up with a solution. Beliefs are a way of creating a fact.. if you belive it down to your very core, then it becomes fact, just as much as something you can see or touch.

Inspired thought arises from a connection having been made by the thinker with the source of all thought and creation, being the Source itself. Call it transcendental awakening, enlightenment, nirvana, these are all examples of when the mind supercedes its' human limitations and is able to grasp beyond everyday thought into the realm of inspiration and original thought. One then experiences an elevation of a sort not commonly experienced. This phenomenon is talked about in Stephen D'Amico's awesome book, called "Heaven On Earth, A Guide to Human Unity and Enlightenment". There is an underlying cosmic power guiding the universe and our lives and minds. Some people have experienced this and report the feeling as a state of bliss. This is the area of the Source, which we can access, through practice. This Source is the power behind all of creation and so is the source of all original thought.

they are based on the knowldedge of the mechanisms, laws, and principles based on which all of us were created. they come as rules for us to follow in order to remain in harmony with the Universe or Natural Laws. however, not all the laws of the Universe have been discovered by science yet, so we recieve the survival manual (ie original thoughts and beliefs) via the inspired thoughts.
these thoughts come to us when our consciousness does not stand in a way; many discoveries came to geniuses in their sleep, through the subconcious mind. for example, Mendeleev saw the table of chemical elements in his dream.
anyway, we must keep our minds open to the fact there are some things out there that our concsious minds cannot comprehend as of today. not every law or phenomenon can be measured by science yet. Besides, "Not everything that counts can be counted, and not everything that can be counted counts" (Einstein). regardless of our awareness of these laws, they still work and apply to us just the same. so before we are able to discover, study, and explain every phenomenon, we still need to observe these rules. even a new piece of equipment comes with the instructions manual. we don't know why exactly we need to press certain buttons, but we still follow the steps and it works; we believe a person who wrote the manual. so, the original ideas and beliefs are the insruction manual that Nature (call it Universe, God, or whatever it is that is responsible for our creation) gave to us so that we can make things work right and exist in harmony with the laws of creation. Humanity received that information through people who could put their minds into the special mode. so some things we just need to believe even before knowing why. just listen to your intuition when in doubt. often these original ideas can be found in the religious writings. and if we look at them from scientific point of view, rather than shallow and distorted worshipping perspective, lots of things, such as original bleifs adn ideas, can start making sense.

Mind is the subtle element, but intelligence is superior ans more subtler than mind, spirit soul which spreads the consciousness through out the body is more subtler than intelligence.
So, Ideas come from the spirit soul.
But even higher and subtler than spirit soul is the SUPER SOUL from whom the original idea comes from.
The spirit soul desires something and accordingly the SUPER SOUL supplies the idea.
