Yes. Congress is supposed to do what is best for society.. If that means blocking social networking so that people become smarter, then so be it. Why should computer resources be wasted on social networking when it could be used on more productive things.

colleges can block in spite of they pick - it has no longer some thing to do with congress. similar with libraries, that is a community situation. No, Congress shouldn't be in charge of what I read (sometimes I wonder if they should be in charge of the country, let alone what I read.) That's the first amendment. In the case of children, parents and not Congress should be in charge of what children read.

They could simply place the condition on public money they give.
