In general people who want to be kind to animals consider the native intelligence of the animal, which can give you a good indication of how much suffering it can do. Cows can suffer a lot, as they have a highly developed nervous system. Shrimp are sea insects, and as such don't have much of a brain.
On the other hand, the method of harvesting shrimp right now is a complete disaster in Indonesia. There fishermen are dynamiting coral reefs to harvest the shrimp that live there, which destroys the coral reefs. One can hardly imagine a more destructive fishing technique.
So, the whole question is vexed, and the best answer is to be a complete vegan.

A bowl of chicken. As Sherlock Holmes said, "Another one bites the dust, hey hey. Another one bites the dust."

And Sherlock Holmes has a famous mystery, "The Case of the Steak and Shimp When You Should've Just Ordered the Chicken".

It depends on how many people want the steak and how many want the shrimp.

Both are ethical. You have to eat to survive. For those that say eating meat is unethical, they need to think of the nutrient cycle. Dead animals enrich the soil leading to produce. Animals eat the produce. Animals get eaten by humans. Humans die and enrich the soil. Plants use our nutrients to grow and so on. There is nothing unethical going on. Just life
