I heard tuber, a underground stem/root, can also store water. Is that true?

depends. in winer it could be the root system , but genraly its the trunk

The cells of a plant store water .Stems carry water and nutrients taken up by the roots to the leaves. Then the food produced by the leaves moves to other parts of the plant. The cells that do this work are called the xylem cells. They move water. The phloem cells move the food.

Water is stored and required by individual plant cells. No different than humans. Water is absorbed by the roots and by the process of siphonation, distributed by spongy tiny tubes in their stem to the veins in their leaves. Each leaf has millions of cells that require in addition to water, nutrients and most of all energy by photosysnthesis power the cells. If you cut a plant stem or tree branch in a cross wise direction and look under the microscope, you'll see what appears like you cut through hundreds of tiny straws.

The vacuoles int plant cell store water. If you ever look at a plant cell, they have massive vacuoles. This is because a plant needs to contain a lot of water. The water help with photosynthesis. Pretty much the water is absorbed into the plant and diffuses through the cell. The vacuole just stores it.

Every cell contains water, but in warm weather, much of the water (sap, witch is about .5%-4% sugar, plus water) is stored in leaves. If it's cold, a plant will send water down to the roots, so it doesn't freeze in the leaves and damage them (up the zylem, up the phloem).
