I have that same problem with my 4 yr old daughter. What I started doing was telling her that if she didnt pick up her toys, they would become mine. And I stuck to it. After telling her 3 times to pick up her toys, and she doesnt, I go and pick them up and put them in a closet. They are mine for usually 2 weeks. She has learned that her toys start disappearing and she doesnt like that. So now, she picks up her toys the 1st time I ask her to.

So tell him that his toys are going to belong to you if he doesnt pick up after himself. Its hard for kids to understand that they are responsible for their things, but we are raising kids to be adults and if they dont learn to pick up after themselves now, its going to be harder the older they get.

if he will not pick them up then you pick them up have him follow you to the trash can and he can watch you throw them away. if he wants them he'll pick them up. you can take the ones you threw away out of the trash later and hide them if you like. just don't let him see you take them out and don't give them back for a few weeks also if you do give them back don't give them to him just put them in his toy box when he aint around.
