either way works, but I find that "pardon me" works better especially with the elder generation

You could add, "I'm sorry" if you are the one blocking the view. a please is always good to hear, but not manditory.
It just depends on the situation. If you are walking in front of someone in the grocery, excuse me is OK, if you are at the symphony, more words might be expected, especially if you are moving about during the program.
Pardon me, please. Excuse me, please. Sorry, pardon me, please., in any combination, all good choices. I usually just use excuse me, and scoot by as fast as I can when I'm at a store. "I'm so sorry" I used during a trip to the bathroom at the movies.

I say "Excuse me please" if they're in the way and I need them to move... I say "Excuse me" if I just pass infront of them, like in the grocery store or such. I don't think it matters too much they're both polite. Now days people hardly think about being polite, as long as you are I think that's all that matters.

If someone says" excuse me please" to me I get the impression they are in a hurry and I am ruining their life. A simple "excuse me" is better for me.

I'm usually pretty brief, 'scuse me sounds fine, unless it's a very formal setting. Then the full 'excuse me please' would be better.

Any time you use please it is more polite. Excuse Me is okay and accepted as well.
