don't forget in the passage it says no not a one, sounds angry at us, as If he says U can know who I am by seeking after me.

God is represented as looking down from heaven to see, that is, to make investigation, whether there were any that understood or sought after him. This circumstance gives not only high poetic beauty to the passage, but deep solemnity and awfulness. God, the searcher of hearts, is represented as making investigation on this very point. He looks down from heaven for this very purpose, to ascertain whether there were any righteous. In the Hebrew it is not asserted, though it is clearly and strongly implied, that none such were found. That fact the apostle “states.” If, as the result of such an investigation, none were found; if God did not specify that there were any such; then it follows that there were none. For none could escape the notice of his eye; and if there had been any, the benevolence of his heart would have led him to record it. To understand is used in the sense of being wise; or of having such a state of moral feeling as to dispose them to serve and obey God. The word is often used in the Bible, not to denote a mere intellectual operation of the mind, but the state of the heart inclining the mind to obey and worship God.

Why Some Have It and Others Do Not

Mankind as a whole is not motivated by the quality of godly fear. At Romans 3:9-18, the apostle Paul describes how far humans have fallen from original perfection. After stating that all are under sin, Paul quotes from the Psalms, saying: “There is not a righteous man, not even one.” (See Psalm 14:1.) Then he provides details by citing such things as mankind’s negligence in seeking for God, their lack of kindness, their deceitful speech, cursing, and bloodshed. How accurately that describes the world today! The majority of people have no interest in God and his purposes. Any semblance of kindness is too often reserved for occasions when there is something to be gained by it. Lying and foul speech are commonplace. Bloodshed is featured not only in the news but also in entertainment. What accounts for such a situation? It is true that all of us are descendants of the sinner Adam, but when people adopt as their way of life the things described by the apostle Paul, something more than that is involved. Verse 18 explains what it is, saying: “There is no fear of God before their eyes.”—See Psalm 36:1.

Why is it, though, that some people have godly fear, while others do not? Simply stated, it is because some people cultivate it, whereas others do not. None of us are born with it, but all of us have the capacity for it. Godly fear is something that we have to learn. Then, for it to be a powerful motivating force in our lives, we need to cultivate it.

Their entire being is adversely affected by sin and inclines toward conformity toward the world, Satan, and the flesh. All are guilty of turning aside from the way of godliness to the way of selfishness. Why does the deplorable condition of mankind continue? Because there is no fear of God before their eyes. If there was the fear of God, they would seek reconciliation and peace. " By the fear of the Lord, men depart from evil." (Prov. 16:6)

Paul uses these O.T. references to show that humanity in general, in its present sinful condition, is unacceptable before God. Have you ever thought to your self, "well, I'm not too bad. I'm a pretty good person"? Look at these verses and see if any of the apply to you. Have you ever lied? Have you ever hurt someone's feelings by your words or tone of voice? Are you bitter toward anyone? Do you become angry with those who strongly disagree with you? In thought, word and deed you, like everyone else in the world, stand guilty before God. We must remember who we are in His sight-- alienated sinners. Don't deny that your are a sinner. Instead, allow your desperate need to point you toward Christ. No one is innocent, but every person is valuable in God's eyes because God created us in His image and He loves us, but no one is righteous (that is, no one can ear right standing with God). Though valuable, we have fallen into sin. But God, through Jesus His Son, has redeemed us and offers to forgive us if we return to Him in faith.

If you read the entire chapter and don't take what is said out of context, it simply means that man is not justified by the law of Moses. He is justified through righteousness which is by faith in Christ, made possible through His atoning sacrifice.

in a some what hidden way it is a way of pointing out the fact that going to heaven because you haven't sinned ain't gonna happen. It is through faith in Jesus Christ and his unstoppable forgiveness that gets you through heavens fiery gate and into heaven.

That is a quote out of Psalms and it is a picture of human beings as God sees them. There is no righteous man and never will be except Christ.
